Some thoughts on Prop. 14
Attached below is a quick brain dump on Prop. 14’s impact on California elections and government. Main finding #1: Third parties would appear in only four general election contests under Prop. 14’s rules and only because either the Republican or Democratic Party did not have any candidates in the contest. Main finding #2: Eleven general contests would be one-party affairs–three House races, two one State Senate races, and seven Assembly races. Eight of these one-party contests would result because the second-place finisher in one party (Republican or Democrat) received more votes than the first-place finisher in the other. Main finding #3: Not much will change in terms of which party’s candidates win elections or how they will behave once elected.
